Yes you should immediately transfer funds to another escrow and I am sure no other escrow will think before releasing it to watoshi immediately as it is no brainer if he is willing to receive the payment in 2016 address.
By the way you did not answer the part where you moved funds from the monitored escrow. Did you ask for it beforehand and took permission from OP?

I don’t know if he is hacked or not, but given the circumstances, I don’t think it is reasonable nor appropriate to not immediately release the bitcoin to the original repayment address.

 I must say as a member of this wonderful forum, 'zarab' is acting little bit beyond his duty. He is an escrow now he wants to verify the identity (which must not be his problem). He offered two options 1) monitored and 2) non - monitored. OP chooses the monitored one so funds must be there all the time (that is the whole point of providing two options), but he moved funds that was the mistake on his part. If he can provide proof that he asked OP or at least try to contact him for his permission for doing so then its ok but I doubt this.
Secondly he was supposed to give fund to account named 'watoshi' not the real watoshi ( are you a real zarab, am I a real crycrptocry?). If account is asking the funds IMHO you should release immediately to whatever address he is providing you. You are not a judge just an escrow.
Thirdly , what is this coin burning argument? He clearly stated that you can donate the funds if you want, that is not burning that is helping someone.

Forget a bank, I consider you less trustworthy than the gkv9. Do banks ask you to produce the credit card you used in 1990 to give you your $100?

The only condition I have is when you use my money, you pay interest.

Since you're so stuck up about agreements, let's see the agreement where zarzab agreed to pay 20% compounding interest upon moving the amount. I don't think it's unreasonable to move funds, especially since there was no longer any need to monitor the balance (I think the intention was so that anyone could see the progress of the loan being repaid) after the loan was repaid and everyone that was present was satisfied.

I can answer questions.

It is unreasonable. The escrow did not move the 0.01BTC to another address. I think he used the funds for his lending business.

Since you're so stuck up about agreements, let's see the agreement where zarzab agreed to pay 20% compounding interest upon moving the amount. I don't think it's unreasonable to move funds, especially since there was no longer any need to monitor the balance (I think the intention was so that anyone could see the progress of the loan being repaid) after the loan was repaid and everyone that was present was satisfied.
