It has been asked few times previously, it is not based on the highest roller but it is a random draw.
What you need to do it to complete the requirement, in this case you need to wager $100 on the dice game to qualify for the draw.
Dont forget to click the JOIN button before you start wagering as if you did not click it the you wont be eligible even if you wager $100.
I have participated few times (2-3 times IIRC) but no luck on the draw but I have won something on their races.

My suggestion and hopefully to make it better, it would be nice if you can make it provably fair so no one will feel being cheated is he/she never won something from your daily giveaway.

I don't think it was from Vipgame side, maybe it's from your side? Sometimes I also experienced the same issue as you told above and it always because of my poor network connection so be sure you have a stable network connection whenever you playing their game. Little suggestions from me, if you have poor connection better don't gamble aside it makes uncomfortable it can be causing an unexpected loss while you playing.
