At least this is one of the suppositions, and a proof of the puding is in fact that they produce abnormally high number of empty blocks, which is predicted to happen if they activate the feature.

I assumed what york meant when he said SegWit has cut a deal with BU was the Segwit SF + 2MB HF (Segwit2MB) being proposed. this will produce a Effective 8MB block weight.
