Sounds a lot like Security Tokens that grant ownership rights or equity in the project just like owning shares in a company. This model is looking like it will be the replacement for ICO's in 2019 with many people currently building security token platforms. The problem is that some of the legal aspects around ownership through tokens have not been fully fleshed out, but this is definitely the direction of travel.
The system is now too loose for SCAMS to raise money and run away. I think it is necessary to create a new model where there must be tight management to avoid damage to investors.

I am quite satisfied with the current model of ICO. It's easy to make money on. All you need from us is to find a good and promising project that will give a large percentage of profits after the launch.
You are lucky finding the right ICO but even if you are so careful in investing in ICO there are still a lot of ICO that will prove to be a failed investment or a wrong one, there are legit ICO but they are having a hard time getting funded because of the majority of investors lost trust in some ICO.
The government in all countries should be able to immediately participate in the crypto so that they can regulate the making of the ICO so that in the future there will only be ICO projects with good and potential teams.
We really need one, we all thought these ICO rating can help us choose the right project to invest but there are connivance going on we need strict regulations because it's harming us all here investors, bounty hunters and the whole community as well this should be stopped.
there should be a new ico that supports a real project, for example in the field of automotive or food, so there is a real form and payment in making transactions of these items can be done with the token. surely it will attract more investors because of the function of the token.

It is a great idea, but it is going to be very hard to release, because the teams at the moment are the only one that decide what should the project do. But on the other hand I have already seen some ICOs that made a community votes for further decisions.

I think the time will come and we will come to exactly this form of the project, when the money for promotion will be allocated to the team as the road map is completed. Thanks to this model there will be fewer scam projects.

theoretically you're right, in practice how would you do?
you can't change the fact that ICOs are useless and investing in them is a big gambling game. so no matter what you come up with, in the end ICOs will remain the same useless tokens that get pumped and dumped a little before they die and many of them fail in their infancy as more people realize how bad they are and how risky like a gamble these things are.
What is the main problem of the existing model? I personally do not like fraudulent projects, but it is often not the fault of the model, and the people and my not good enough analysis.
