I've been addicted to playing the 8-ball Mini game back in its Desktop version and now turned into an Android game application. One option it could be to charge a fixed amount to each player the join the match/table and the winner keeps around 80-90% of that money from the others players (their foes) while the casino keeps the rest 20%-10%.

Yes, that's exactly what I mean. The attacker can act in a fashion similar to the way of stealing a car, or something. You can do it without having the key, just imitating what the key is doing.
