ICO means Initial Coin Offering. When anybody want to start a project, for that need huge capital. It is a method of funding for a project.
According to wikipedia, "Initial coin offering (ICO) is an unregulated and controversial means of crowdfunding via the use of cryptocurrency, which can be a source of capital for startup companies. In an ICO a percentage of the newly issued cryptocurrency is sold to investors in exchange for legal tender or other cryptocurrencies such as Bitcoin".
As for ICO, it is not strong enough to stand as Altcoin, so it depends on Altcoin. Currently there are many ICOs that are the network of ETH. When a Cryptocurrency business starts making money through the ICO, they usually create a plan for a project-specific report, what the project needs to do after completion, how much money is needed. To make a joint venture, how much of the project's pioneers token will keep themselves, how much money is accepted, and how long the ICO will run the campaign.

ICO or Initial Coin Offering is way for start up to sell their token to the the investor, they collect money from the investor then they give their token. This start ups collected money for development of their project. But now too many ICO failed and the price of token drop after listing in exchange because some ICO does not have working product, only plan in the white paper that not sure can be reality. So important to make analysis and research before investing in any ICO.
In my opinion ICO is an extension of Initial Coin Offering, ie Initial is the same as Early or First, Coin here is defined as Token / Coin. And Offering has a Bid meaning. So it can be concluded the meaning of the word ICO is the First Coin Offer before the coin is published to a free market.
