I think most ratings on VIP now is by the amount of deposit or the stake you use in making a bet, they quantify gamblers now by their financial obligations and standings in gambling, the more you have the more opportunities to place you on higher priority on their list.

I'm okay with free spins, as normally the welcome bonus has difficult conditions that are hard to achieve. With free spins, it's easy to understand and do the kind of gambling. $10 to $100 as a requirement sets pressure to gamble makes a person to put a lot of risk, rush the profits, and soon lose their money. That sets unrealistic expectation.
