i use hotmail, i believe the option for a phone is optional, i have a gamil account but frankly i don't like the design :/

Well why dont u use gmail (google mail) and dont type your phone number? it does not matter

I don't think you have to use your phone number with hotmail or outlook or whatever its called nowadays (at least you didn't the last time I used it), but I wouldn't say it's the best account that's for sure but it meets your criteria at least.

gave up hotmail/outlook as i could not skip 2 factor (phone number).
personaly using https://www.inbox.com/
what about https://unseen.is/  (closed source Anonymous ?)

Can  you not use an alt email address for that? Think that's what I did but don't remember being mandatory. Did you look to see if there was a skip this step button?
I did not want 2 factor, looked hard for skip button, but gave up on hotmail/outlook. Lucky as it was not my main account, have not been able to access it to this day.
Also have major problem with gmail at moment with 2 factor enabled and no working sim. Cant get a new sim for some time as i am in another country currently. Contacted gmail to disable, but no luck as i could not remember what month or year registered.

I don't think Gmail forces you to register your phone number.
Yes, it asks for it but you can always press the 'skip' button.
I dont know gmail seems to be random as hell.. sometimes asks after registration and sometimes it doesnt..

you dont always have to register a phone @ gmail i dont think
phone number is necessary if you want a gmail account, i've tried to register with my laptop it asks for a phone number before i can access my gmail account. however if you try to register with a mobile phone(android) you don't have to enter mobile number.

Xiaoxiao, you may try outlook i think they don't ask for mobile number verification.
