I don't think you have to use your phone number with hotmail or outlook or whatever its called nowadays (at least you didn't the last time I used it), but I wouldn't say it's the best account that's for sure but it meets your criteria at least.

If you're too concerned about privacy and encryption, try ProtonMail. It is a new swiss service that provides free account (with limited storage).

ProtonMail ---> ProtonMail : end-to-end encryption
ProtonMail ---> Other mail : one way encryption
Other mail ---> ProtonMail : no encryption

I don't think Gmail forces you to register your phone number.
Yes, it asks for it but you can always press the 'skip' button.

But  the free basic package is only 50MB.

Anyway, stay away from Google and Yahoo!
