in my opinion there are no particular time to start trading because there is no reason to start at particular time .
if your prediction is good and better to work then start at any time . buy only thise altcoin which is at very low price ( don't buy those altcoin have rate below 10 satoshi) .

for 0.02-0.03 BTC, i think you can start trading but don't select altcoins with high price like in up to 10k, just select in under 10k for the price. in polo there are minimum order buy you can make at least 0.00011164btc.

The best time to start trading would be when you yourself are ready to start it.Means you have collected all the useful information about it and you have collected the required capital to start as well.Then with a fresh mind a bit of patience you can start trading.
The good time to start trading is when i have idle money as capital, because it will make comfort for me, it will not make stress and trading will become extra income for me. It will be different if the capital from lending of use margin trading.
Its better to do it now because bitcoin is a good to trade now the price is very smooth moving low and up its easy to get profits so dont waste your time start now trading before you regret it in the coming months or years. Because bitcoin is have potential to increase before the end of the year.

I think I have started trading at that amount you started too or maybe a little less, but finding the right time where to trade this require quite research and analyzes on the market of that coin you want to trade for, the right time I consider when a coins' price is moving up.
It will depend on how higher or lower risk you can afford to take, as if you want to make higher profits then you can go with higher capital and vice versa and I think every time is a good time to go for trading.
All days there are altcoins being pumped if you are active on the middle you can try and 0,02- 0,10btc its a good ammount, to start handling those, at crypto world there isnt a good or bad time to trading its more about when to join and when to jump out.
