The best advice for a newbie in this industry is DCA, it's a best strategy that could fill up your portfolio without worrying the market sentiments whether its a bear or bull market because timing the market is very hard to do so. That's why DCA is the best advice for new in the crypto industry and of course DCA is not for short term purpose but it is made to long-term goal in order to achieve the best profit possible.

You need to be confident with the decision you made if ever you will deal with buying during the dumped, picking the right project will allow you to earn decently once the market recover back.

Since you are expressing your interest to invest, of course you can invest from here as the market has come down a lot. You cannot predict the market and you cannot outsmart it as well hence crypto market is very unpredictable that's why there are no right timing in the industry. If you intend to invest, just follow the DCA strategy that alone you can fill your tokens/coins you wanted to buy. With that strategy you will not be stress enough in the long run.
It is possible to outsmart the market and gain benefits. That is when we buy at lows and sell at highs. That is also the right timing but sometimes one can get lucky that a price will continue to rise more even if it's already at the top. Before we invest, we must know our characteristics first. I think one can predict the market, the market moves in a cycle and I believe if you are a savvy investor you would find it easy to know the stage of the market we are in. The problem with most of us is that we do not follow and if we do, we get carried away and fail to implement our strategy. The psychology of the market cycle is a very good chart that illustrates this, buy at the bottom and sell at the top. if you feel the price is right for you to invest, then you can buy it, but you can invest half of your money, then wait until the price dump again to buy more, so never invest your money directly at one price, because if the price goes down then you won't be able to do DCA (DCA is very useful to help you get profits more easily).
You need to work with your knowledge as you can do shorting when the market is falling, then wait for the bounce to sell what you bought from the dip, a good way to grow your investment and have some decent profits.
Though it's not easy and not always, you can be right with your anticipation, but as long as you are doing your DYOR
the chance is always open for you to earn whatever condition the market you are entering.
