In general the best times to buy altcoins:
1. When new altcoin gets released and listed in known good exchange
2. When that same altcoin gets listed in Binance
3. When Bitcoin starts to recover in good percentages that will cause bear run for at least 10-20 days
4. When there is good partnership announced for your altcoin so it gets use case.
5. When noone wants to buy altcoin and it goes to bottom of ocean, noone even consider this as opportunity yet its the best time to buy that altcoin for sure.

Depends on your strategy and understanding. It's always the good time if you know what you're doing. Many want to invest but failed to DYOR, and the ending is they losing their initial investment.

The answer about when is the right time will always be depends on how you take your
knowledge about the business.

It's the answer everyone is looking for. Right now it's risky but if you are interested in accumulating now is a decent time. I wouldn't go all in if I were to do it now I would dollar cost average. Periodically buy say on a monthly basis. This limits your risk if it keeps dropping.
