Firstly there is any fixed age or time to learn. But from my experience, when people do a mistake, they can learn from it. But A good friend can help to learn everything.
People would know that if they were always getting involve in crypto everyday and balanced the situation and trend of market value. its very easy to decide for investment in crypto if we are monitored always and and focus to study about the technique of investment specially in this crucial time of Price market everyday.
as soon as people will follow the mentality of easy money with minimum risk the scammers would always attract the people and thus the learning period will not come or will come very slowly unless we can control the greed.
What you told is the truth of getting scammed, even with lot of good projects their price are down almost 90% so greed makes the user to get scammed. Altcoins are just ment gain profit and increase the bitcoin volume in your portfolio

Some people just dont learn and still hopeful for the prices of some token or coin to pump 😂 they're holdinh for some reason one is that they think thst certain coin will give them fortune from holding.. But they forgot that some coin are dying already and left abandoned.
This is a common practice nowadays some developers create a wallet with some anonymity features or whatever shit features then promote the project using free airdrops and a very own exchange then some newbies will promote this shitcoin and after 1-2 years the developers will dump the coin lol. 
I think such ICO is very difficult to find, a person before investing in such projects, he tries, and since it does not work at himself, he tries to find help
For me people will find such ICO with good products that are really helpful to the community even if it is hard to find. Because ICO with good products and intension are mostly become succeesful in the end and will serves as our good learning experience in this cryptocurrency platform.

Sometime people wants a quick or instant profits, that why even they know the big risk, they gamble it. To be richer or poorer in the end.
People want an adventure, a challenge to life. Being an investor sometimes we can considered it as an adventure for the richest, if they failed that considered learn for uour mistake and be careful next time arround.

Why do you think people still patronize these scamming project and not study good ICOs and buy?
For them getting lucky on one coin will be worth it. For them it is like hitting the lottery, which personally i do not think is called investing but gambling. They are betting on some coins that has low potential. They do not realize they are just making the creator of the coins richer and them poorer. Again before you invest on anything study it. Check if this coin has a real potential.
I don't know what else people expect out of these tokens, useless things never have any value.

People will only learned from there mistakes if it actually happen to them or if it strike back the bad things they have done. People always want to learn it the hard way. They dont believe in Karma. zremeber, what goes around comes around.
Ignorance is a bliss my brother. A lot of people have been easily persuaded by just showing numeric figures. The phrase "it's an easy money" is thrown a lot these days and a lot has been picking it up.

I think they don't know how the cryptocurrency goes around. They just join bounty without reviewing the coins that they are going to advertise that's why they're prone to scams. 
People learn if they do a mistakes such as participating in a not legit project or investing in a bad coins because you can learn with your own mistakes and most of people experienced that way nowadays.
well they will learn from their mistakes and fix them. the average person will usually become aware of itself and not make a mistake again

What i can see is people would only learn if they had already experienced to be scammed. They would make sure for the next time that they not just entrust investment they will keep it in mind that they should research and study first before investing.
