For me the best way to promote your products or links is in social media, its really a big help to spread awareness using it especially if you have many followers or friends. but it depends on the products you want to offer, there are certain things that most people are not interested despite of your effort.
Who told you forum and social media is useless? I think your marketing materials is not attractive. Another factor is the niche, if you post bitcoin related ads to food, or celebrity no one will click your ads.

Yes definitely, forums and social media is useful, if used correctly, that's why we are here in this forum anyway, right? Just be mindful of few things like, will the supposed intended target people can easily understand what you refer? Or is the way you promote catchy and attention-grabbing? Social media is great tool in promoting new products specially if you have a lot of connections or followers and on top of that if your social media account have a specific follower like majority are female with age of 18-28, you have a great market to promote beauty products and clothes. It all depends on the type of followers you have.

Try to create some pages in facebook ang hire some of your friend to be admin then put all you ads and products also the promotional link that's it

To be honest if you want good promotion than you have to pay for it. Ad networks are good way to promote products or links. Social media is good if you aim for right groups which are interested in your product. Now, why do you think forum is bad place? You can create thread about product and you can start signature campaign.

I think socila media is the best way to promote your products or refferal link since social media is now medium of communication and most of the peole are now exposed to it. In social media, you already have audience, it is up to you what audience is your target. While in forum, your audience are members. While setting up an ad banner in different website won't out perform a well advertised product in social media.
