I think you got this the wrong way around. It's not like people play slots because they like small bets, they make small bets because they prefer slots or similar types of games.
Also, you wouldn't normally place huge bets on roulette, it's not a great strategy. The biggest bets would usually occur on sports events, i.e. when there's a clear favourite and people consider it to be a sure bet. A good example of it was mentioned in the "Gambler Loses 1.4 million USD in a bet with lower than 1.01 odds!" topic a while ago.
