I think the thing that makes someone still poor is that he doesn't have a clear vision about money, he thinks that money is a normal thing and is not his target or hope, when he gets a lot of money it will be easy to spend it according to his pleasure, he always thinks that tomorrow there will be the same money.

Poverty is a part of life, just like wealth, poverty will continue to exist, various efforts made by the state will not be able to make all its citizens rich, if we live in a developed country like the USA or Europe, the poor are also easy to see, this is certainly not mistake, but poverty is something that rich people can get many benefits in life.
it's all not the fault of the government of a country but it all comes back to each other and back again basically human beings are different and diverse so that some are rich and some are poor.
but if someone wants to be rich then it is not impossible that it will happen even for the poor if he wants to be rich then he will be able to make it happen, but all of that is not easy it takes a long process and struggle to get it.
Poverty is not entirely the government's fault, but they have some responsibility for it. If you live in a country where there is corruption, the currency depreciates, and the government only cares about itself and neglects its people. Even if you work hard to death, you will never get out of poverty. It can be said that the environment also plays an extremely important role in the wealth or poverty of people.

Truly the government have there own roles to play in every society it governs. Sometimes the government also have their own issues too. In tackling poverty, the government as institution can help reduce poverty by creation of job opportunities through civil service commission, industries, agencies etc that can take in workers in other to reduce the rate of poverty and unemployment in the various societies but as an individual one needs to be productive and creative so as to be self employed rather than waiting for the government to create employment opportunities before one can be gainfully employed to be able to survive. This makes me curious and I asked what if the government is incapacitated to carrying out any recruitment exercise what will be the outcome?  Wouldn't they look out for a better and legit way to survive. Will they keep waiting for the government always?

And as you said sometimes people who have wealth with possessions do not necessarily have wealth in satisfaction in life. Sometimes those who are rich actually have a much heavier burden of life which makes it difficult for them to get happiness. So they can be said to be poor in happiness.

but conversely people who are in a simple life sometimes they have a wealth of happy feelings. for they do not have as heavy a burden as the rich. they are also not too busy with many business matters. so that it is easier for them to be able to satisfy themselves and make themselves happy with more time to gather with family. sometimes people who rarely eat good meat and only eat it occasionally are actually more able to enjoy the taste of the meat when they finally get to eat it. but rich people they eat too much good food and they get tired of all kinds of food. so they become more difficult to find food that can satisfy their appetite.

the point is not everyone can have wealth in all aspects. because they are rich in one aspect but poor in another.

there are several poor categories and I think that between poor and rich cannot always be measured by happiness, happiness is a common thing that is felt by everyone with their respective capacities and it has nothing to do with money even money cannot buy happiness, many people are rich in this world that means suicide proves that money can't buy happiness.

I think the thing that makes a person still poor is difficult opportunities, many people are smart but they don't have the opportunity to work in companies or are given capital for businesses. Of course the role of the government is very important to raise the skills or abilities of its citizens who have potential but don't have the opportunity.
I don't think that's a reason, if someone has the ability and desire then he doesn't depend on other people's work anymore, he can even make his own job, open a business or something else.

I think people still remain poor despite the education they have is just because they lack the resources for them to be rich. Like the connections to the people who really have the potential to make you rich. Imagine you being a skillful person but the agency would prefer the person whose father is the ceo of some company even it doesn't meet the requirements. This is the sad truth in the wworking industry.
