Yes, there are many extended bounty campaigns and what I've experienced so far about extended bounties. Because the project has very little sales and the crypto-coin market conditions have declined. But by extending the prize time it is not always a scam project. So you have to keep checking.

A scam will never pay you and if those bounties will not distribute the amount of tokens that you should be receiving then you are scammed.

The reason why allot of bounty today is extending their duration period is because of the current market situation, as the bad market might reflect bad effect to their project so they wait till everything is okay.

Well in such a market actually it is not surprising that prolong the payment , I myself have this situation and very long waiting for payments , but I guess that when you begin a new bullish trend in the future the situation will be resolved and payment will go stably. Thank!
Everyone knows that these days ICO investing it's no longer booming, people no longer invest in ICO because they are losing money and that's the ICO's are been extended to look for better market condition.
It's as simple as the bear market has been the cause, because of the bear market people no longer invest in ICO and it's hard for projects to raise money now hence they are extending it waiting for a better market condition.
The truth is, most projects have had to reschedule or postpone their ICOs indefinitely as a result of the turmoil in the market. The conditions aren't favorable to say the least with lots of investors pulling out of many ICOs for the fear of uncertainties and loss of investments. also, most of the time they haven't hit their target funds. so they usually extend the token sale hoping that they can still collect money. but they need to be aggressive in marketing to fulfil such targets. otherwise, even if they extend, they can never reach the amount that they want leading to abandoning the project...

They usually extend the date because the funds that they gather from the ICO is not enough, and the end date of bounties are usually in parallel with the end date of the ICO. They are not usually scam ICOs, many scam ICOs that I knew ended too early because they already robbed some amounts from the investors.
Their goal is the most important thing, and reaching it would require more time today because of the weak market. It is hard to gather many investors at this point.
I believe that the project developers can not achieve softcap and the project itself cannot attract investments in the right quantity, so the developers extend the deadlines of the companies.
