Currently, there is no cure time for ICO projects that are based on the ERC20 platform. The crypto market is in a bearish trend and cryptocurrency prices are at their minimum. Therefore, most ICO projects extend their deadlines and put off their coins on the stock exchanges.

I see now that most projects bounty campaign extend the deadline because in my opinion it natural the market conditions like this and of course the project still needs help from bounties to promote their projects

They can't get the money they need and then they extend the deadline, some of them are not satisfied with the amount they get for that they extend. In my experience extended deadline means scam most of the time but some of them want to do the Bounty and ICO sustain.

Because the ICO did not reach the fundraising target.
Suppose the softcap is not reached or hardcap but the value when the ICO Ethereum goes down and that is between the constraints.

In the current situation, it's normal, as we can see the market is down, so it's hard for ICOs to gather Hard Cap, that's why they are postponing the date of token sale as well as extending the bounty deadline.

Some extend because they extended their token sale while some do because they feel that the reward is  too much for participants , and so they extend to give other participants chance.

I don't think this is a scam, many bounties extend the end of the project because the project owner wants the value of bitcoin to rise again in the market. be long term while looking at prices on the digital currency market. Or the project has sold all of the tokens, so the project is extended. do not think negatively first of the project.

They have done such thing maybe because of the netive market situation. We may expect for changes when recovery occur but for the meantime choose not to sell due to panic. They are just avoiding to make the situation worse and protecting the project itself for the betterment in a long run. Be patient and trust the project's plans.

those who extend the duration of the bounty or ico because they do not reach softcap, and if they extend the duration of 2-3 months in my opinion is a very reasonable time, seeing the market now is experiencing a very severe price decline.

In my practice I want to say that when I participated in campaigns that extended the deadline, they turned out to be scam or paid a very small number of tokens, which at the stock exchange did not cost anything.

At the start of the campaign a time period is fixed to finish the ICO .  Due to some reasons or the other in case the targeted amount is not received i.e. the coins not sold then in that case the project managers have no other choice but to extend the ICO period.  With this extension the Bounty period also is to be extended.  Soft cap ; hard cap are the targets which the project wants to achieve.

This is a valid question from a bounty campaign participant like you. For my opinion, I think the main reason why ICO Companies do adjust their ICO schedules is because of the lack in fund. They are assuming that the fund they collated were not enough to sustain the project so there is no other choice but to extend the ICO to get additional fund.I think it is just normal specially in times like this that the market is down.

Its not their fault and they are not to be blamed, its just because of the current market situation of the bear season which has almost makes all project not achieved their softcap.

This question is not very simple. Recently, nobody wants to reckon with bounty hunters. Bounty campaign put on a pause, they do not pay coins, and there are a lot of scammers.
