recent day I tested exchange via wirwox  Shocked, its first time and hope last....dreadfully high fee.
deposited -PP fee, buy sll -fee, buy btc-fee, withdraw- fee.(and I not buy in market price , but placed bid  order ) withdraw wait time 2 day. and exchange max amount (to small amount finaly rate even worse)
finally price $410/btc Shocked

You could just buy it via an escrower, unless I'm mistaken. There are free escrowers out there.

Its a rare thing to find a trustable seller who ll accept paypal as a payment method. Unless you are shopping over ebay.

He gets $175. You really shouldn't use PayPal to buy goods; people are less willing to sell them, because it's too easy to dispute a transaction.
he got $175 to very short time, I not unerstand why he try scamed me if know that PP refund funds.

I still want  buy BTC or LTC , Dogecoin

If it's a fake account, he could've withdrawn the money within the span of the transaction. His account would have a negative balance, and PayPal wouldn't really do anything about it. You should really just use something like localbitcoins.com, since it's trusted. Buying through PayPal is something that's not covered by their terms of service, so anyone that sold to you would be VERY wary after the fact.
I do not think that account fake, becouse is verified.

Did you confirm it with him that you were intending on selling it? Before it can be proven that it was a scam, you need to provide proper proof that such a transaction was agreed upon prior and then that he failed to pay...Huh

it is understood that the confirmation, provide proof for what ?

Provide proof of the transaction, so that people will side with you
