if it's opened since that date and doesn't sync, then you haven't tried the following instructions. Because trying These instructions will lead you to the newest wallet and tell you to open/Close it. try it, it works.

Already done that, it was syncing fine until 23708, look at the block time for that block. It stopped again very recently
