I don't know if you qualify, since your join date is August 3rd. That's the day the campaign started and you have to have an older account.
No, he can, member rank is ok, they allow jr member rank, which is lpwer than his member rank.
If I remember correctly reading through the thread, after many complaints before August 3rd the Decent teamed changed it so that new accounts cannot join the signature campaign. And if they can put the signature list back on, I believe it also shows a lot of rejection due to signup date.
But it's best to wait and see what Decent says.
I would like to suggest offering a bounty for re-writing the text content on the web site. No offense to the authors, but I can tell that very few in the large and talented organization listed on the home page use English natively in their written documentation.
I believe a blockchain friendly resume writer might be the perfect person to give the decent.ch English version webtsite some edits. There's not really a lot of text there to work on.

The Team list is very impressive but the personal notes below the pictures are difficult to read. I was able to look past this and would guess that Team members were asked to produce an English version or that they had someone translate to English for them.
An English resume writer would fix that right up. So just those two pages and then let the readers know that on their next click on the screen they should prepare to get your google translator out.
Maybe a link to a future Decent translation tool but for now some other translating services.
