I think the elixir coin is great for investing.It is good for long term investment.In January the price of elixir increased to $2.43648.But now the price has dropped to $0.200656.So you can buy now.Its future will be better.
Yes but it is a risky one and i doubt that it will reach that much ever again...right now it is 0.27USD but as you said it can grow and may be to 0.4$ still that would be a good result so can go for it but dont suggest it for long term hold..

If I had $600, I would try my chance with just 3 coins which you don't consider. But after of these, my pick would be IOTA, Monero or Litecoin.
600 dollars is not a very big sum but if the guy can pick several good cheap tokens, he will get the profit. Try to invest in Stellar, TRON, and Cardano.
Elixir used to be a good coin before, but the price crashed, it went from $2,50 to less than $0,20 in less than five months, that is the main reason of why i don't trust much on the way that it actually works, it might be a dead coin now.

Better invest your money on the cheap altcoins that has solid project and bigger community. Try to research NCASH, XYO, OMX as those can be huge in the future.
people should invest in a good coin be practical you should not invest in a coin that has no good impression in the market you should choose bitcoin or eth although it was not in your choice but it is practical if you choose a good coin in the market.

At $ 600, I will deduct 40% to invest in some potential ICO projects and the rest I will invest in CS. CS is an altcoin with advanced transaction processing system and it can handle over 1 million transactions within 1-2s. I think you should buy Bitcoin 200 dollar of your investment, ethereum 200 dollar of your investment, 100 dollar NEO , 50 dollar EOS, 50 dollar OmiseGO and you will not regret.
