Okay I am sitting pretty at 1.3ish mh/s with these settings:

GPU 0 - 74.0C
GPU 1 - 66.0C
1.29 Mh/s average

MSI Afterburner Settings:
Core Voltage (mV): 1080
Power Limit (%): +0
Core Clock (MHz): 1000
Memory Clock (MHz): 1250
Fan Speed (%): 100

cgminer settings: --thread-concurrency 8192 -I 13 -g 2 -w 256

Also this setup is more stable using the 13.10 drivers. 

did you try core 1050?  that's the only difference in my settings and i am getting 1.43mhs, but my temps are higher too, 81/73

So far this is what I did:

Windows 7 64 bit Ultimate w/ SP 1
i7 920 (i know its old!!!)
6 GB

1. Download and install AMD Catalyst 13.10 (the install might fail but it still works) - http://www2.ati.com/drivers/beta/amd_catalyst_13.10_beta.exe
2. Download and install MSI Afterburner - http://www.guru3d.com/files_details/msi_afterburner_beta_download.html
3. Copied C:\Program Files (x86)\MSI Afterburner\Redist\atipdlxx.dll to C:\Program Files (x86)\MSI Afterburner
4. Open regedit and find "enableulps" and "enableulps_na" and replace 1 with 0 - just press F3 to find next
5. Reboot computer
6. Open MSI Afterburner and press settings
7. Check "Unlock voltage control" and "Unlock voltage monitoring"
8. Have fun!

The 13.10s installed but windows didn't like the AODdriver sig.

@thsct8 Try the Catalyst uninstall utility. I avoid all other 'sweeper' apps like the plauge. lol

is the whole thing failing or one part failing?  I had the same problem with it and the previous version mentioned above where some package was failing to install, but the driver installs and works just fine.  using 13.10 right now with the same settings and my extra fans keep it at 81/74 and lower at night.

also don't forget to clear out the old .bin files from your cgminer folder, when changing drivers and settings.  that was a stability issue for me

Okay that gives me more hope. 

I had to re-install windows because my OS SSD crashed.

Yeah i think I have been using these settings now.

It's not very stable and my SSD OS drive crapped out on me.

I'm in the process of reinstalling Windows

I moved 2 of my case fans so they are sitting directly on top of the card pulling heat up and away from that side of the card, and temps are now stable at 80.  Weird that it ran for so long with no issues and then heat suddenly became a problem, but it seems to be cleared up with that.  Now if I could just figure out why my hashrate dropped  Cheesy  not gonna work too hard over 30khs... just a bit annoying  lol

just when i think i'm done ....

my 7990 has been stable hashing for a few days, and nothing changed on that pc as far as installations / configurations, etc

now suddenly it will overheat and cgminer stops.  i noticed it randomly stopped once yesterday and didn't think much of it, reboot and it ran fine all night / day.  today i opened up the windows and turned off ac since it got cool here and started looking closer to see if temps got any better, but they are actually worse.  the ambient temp is much lower but my card is actually heating up faster and going over 95 where cgminer auto stops within maybe 20 minutes

double checked my voltage, ulps off, etc... no clue why it is doing this all of a sudden.  any ideas?

something in the cgminer.conf was throwing me off.  no idea what it was, but i replaced my conf file with a copy of the example file and filled in the minimal amount there, left the rest of the setting to the command line launcher.

core1050 mem1250 i13 g2 tc8192 1.08volts

i am averaging 1.435mhs now  Grin  thanks ronaldinho

i'm using .bat file instead of .conf

I guess that's where I went wrong.  i was using my .bat just to set_gpu_max_alloc_percent and launch cgminer

ronaldinho, any chance you could paste the text of the cgminer.conf you're using to get those results?  i think something in there is messing me up
start E:\cgminer-3.1.1-windows\cgminer.exe --scrypt -o stratum+tcp://hk.litecoinpool.org:3333 -u xxxx -p xxxx -I 13 -g 2 -w 256 --thread-concurrency 8192 --lookup-gap 2 --api-listen --api-allow w:192.168.1.0/24 --gpu-reorder --gpu-fan 100
