I know it says not to use an exchange address for receiving the tokens, but can we SEND from an exchange address to fund our account? (Im looking to send LTC from Poloniex)

SEC have said clearly that they don't want any residuants from the US to participate in the ICO because of potential risks. Almost none of the currently ongoing or future ICOs will not allow US investors to participate in the token sale, because it's against the regulatory permissions in the USA (and some other countries as well). So there will be no hard cap on the number of tokens distributed? I just found out about this ICO from a YouTube video and it looks fairly promising. Also, when is the last day you can participate in the ICO?
The cap won't be over the $30 million. But may be lower to $15 million - it will be determined on the 11th September. The Pre-order runs until Sept 10, or until 1/3 of the cap is hit. The pre-order is doing very well, you can access it here: https://account.blackmooncrypto.com/
