Now the coin is under consideration in the:

Price is dropping and dropping . I feel its a good chance to buy more but at the same time I am a bit afraid too. The volume is too low nowadays , 0.17 btc in yobit today . There are no big walls , it can drop to 100 sats easily , any news or info ?
any plans to make an online wallet?

not much use. still offline.
my wallet works well.win + R --> %appdata% --> Application Data\BillaryCoin
create billarycoin.conf (not txt)
and addnode
can be removed and reinstalled.
conf file should be closed

If wallet not syncing after adding the nodes and it is not blocked by a firewall, could be a bug. Go to start menu search, enter %appdata% find the folder and delete everything EXCEPT for the wallet.dat file. Then relaunch it, will re-download the whole thing and you could get lucky.
deleted everything except wallet.dat and restarted again. no use.
then I tried disabling the antivirus and turning off the firewall.. still no use.

Open notepad, copy and paste the following:
addnode=108.61.10.90
addnode=95.211.57.108
addnode=67.70.142.63
addnode=96.252.145.14
addnode=87.15.42.16
addnode=71.200.40.59
addnode=185.93.68.25
addnode=68.231.17.127
Save as "billarycoin.conf" into the Billarycoin folder located at /user/AppData/Roaming/Billarycoin.
In case you don't see the AppData folder, it's because it's hidden by default. In order to do this, go to your [username] folder, top menu click "tools" then "folder options", then click the "view" tab, then make sure the "Show Hidden files, folders, and drives" is selected, hit apply, then you should see the AppData folder inside your [username] folder.
Start menu %appdata% will get in you into the right folder in 2 seconds with or without.
