so expensive you dont even know! we have a tiered plan that we are forced into. right now I pay like 0.36 per Kilowatt Hour

edit: I also dont understand how to mine this coin... the image doesnt make a whole lot of sense, I have even opened console and typed the same command. Another funny thing is the image of the wallet on the post looks different from the actual wallet. My wallet doesnt show "immature" coins.

There is many ways to authenticate who really lives in California without violating user privacy, for example establishing a TeamViewer connection to check their IP/ISP.
