Your user ID is in your URL when you visit your BTC profile then from the left hand panel, click on 'Account Related Settings'

In your URL, it will be the number AFTER https://bitcointalk.org/index.php?action=profile;u=

No, you should be able to stake with unencrypted wallet. As unencrypted wallet is always unlocked. Have you sent any funds anywhere in the past 24hrs? If so, you'll have to wait 24 hours again till coins mature in order to stake.
