how do you check if you are qualified for distribution based on your number of post?...any link for checking that

The lock/unlock icon is already there. It is usually not displayed because your wallet is not encrypted. Once you encrypt your wallet, you'll see it. See following screen shots.

Yes it is so actually but sometimes the core seeds are full can't be connected (and we will fix this soon)
For now people can't sync should add some extra nodes to the DeepOnion.conf
