why can not do exactly the same for DMD?

the last time I used Bitcoin Core year ago and there was a run through a shortcut.
The current size of the blocks in the Bitcoin Core is too large, it would be this heavy wallet someone used.
Most users prefer a light version of electrum.
But once again, for those who know there is no difference between wallet running through the shortcut or use the direct launch exe file.
In the DMD wallet we have these two regimes, and they work fine.
In any case, after the transition to the new code 3.0, we will see other options and functionality.

I run Diamond version v2.1.0.3 which got stuck some time ago, so I deleted the blockchain and wanted to re-download, but now I got stuck even further in time at 136499 block.

Any idea please?

The issue with a portable version as you described with the blockchain, wallet, and exe in the same directory, on a Windows machine would require elevated access. This could open the wallet to many vulnerabilities.

The newer Windows do not allow user accounts to modify files in the Program Files directories.

The idea of having your wallet exe and data on a usb stick to take with you sounds like a convenient way... however, it is a very insecure way. If you want portable USB, there are hardware wallets that are designed exactly for this type of portability,

These are for Bitcoin, but it will give you the idea of what security is needed to carry a wallet on a USB.

the way with datadir set at wallet startup it perfect portable
midterm

longterm its clear mobile wallets will be industry standard
most dmd users will run a small mobile wallet and a big staking wallet
or share keys between both wallets

we will seek the best compromise between still able to POS and enjoy all comfort of mobile wallets

but we wont do this for DMD v2
this still is on roadmap after DMD v3
