Though they are developing some important features by the team but still, the value of ETC seems to be very low. Company owners are not showing interest towards the block chain platform that's why companies are not launching under this platform.

They are working on sidechains but not second layers like plasma and solutions like sharding as far as I know. But I believe that sidechains can be an optimal solution too

Yes you can make any decentralize application dapps on ETC's platform or smart contract on ETC's platform because basically ETC is the original blockchain of ethereum, so the function of making decentralize application dapps and smart contract can be built on ETC's platform. So if you want make dapps on ETC's platform actually it will be same like on ethereum's platform. So what you are looking for on ETC's platform actually?
