Coupons are for cashback in original ico currency. There are a rather limited number of coupon holders, we'll have a facility for redeeming them a bit later after the more urgent initial setup tasks are complete

They did just above. The two dev addresses are 8881398431621852760 and 2898601473431954685.

Doing a quick check they are not showing up in the block explorer. A few other large holder are getting a lot of rewards but there were a few 1.5M HEAT accounts which werent dev accounts.

Well, Eliphaz just admited in one of his posts that they are working on turnig it off.

Not quite how I read it.
If you check, you will se that the last block from the dev account was 4549.
It was turned off too late but have been stopped for 3 hours now.
