The Team can make a 2nd try on the ICO. Maybe with a more efficient marketing campaign, they will reach the ICO target. Also a bonus will bring more investors in the early phase.

What do you have with ICO? Only 1.37 BTC ....
like a dev say before
if minimum not reached
they will pause/stopped this project also investment will be returned

this good , my opinion maybe the problem come from advertising
and investors not see this project , also too many ico come with another thousand idea.
I agree with you, if the actual view of this project is not a bad idea, the team is good with good management, but as you said earlier, too many new ico emerging, with more creative and new ideas, so investors are more interested there
