1. Propably send coins to wallet which does not exsist.
2. They didn't make good math and community don't want to join coin with 30% premine. Block reward is small, Block time is long. If Developer don't burn this coins it's 99% possible that he can manipulate market make dumps and pumps and most important NO EXCHANGE like YouBit or Bittrex for this coin. Now when there is lower total coin supply and smaller premine, with 2,000Mh/s Network it is very very good

It appears that the dev team is leaning toward burning some coins and paying bounties. I think they want to wait to make a final decision until after block 18,000, when the 5 coin per POW block reward ends.
