This change doesn't mean much for investors, The hardcap was in USD and since the hardcap in token remain the same that leads the price to decrease as a result. It seems that they got a loan form Quark Finance, because it wouldn't be any change if Traxia sold TMT for them.

just a little change and it seems is just for some time so maybe use the opportunity and change thats all

With this little change, it might help them get more people investing and supporting the project. Traxia may have planned this already in the past if they see that the project needs more people.

And why the price has on the contrary fallen after cooperation? Such tendency isn't clear to me. Often it happens on the contrary, demand grows, also the price grows, opposite is observed here.

That is right, they recently went into a partnership with quark finance which is a big achievement for them because this give them the hope and will definite work hard to make this successful. Hoping to have more banking services and P2P loan site for individuals that will join Traxia so that they can saves some in terms of transaction and security issues.

hopefully ico can run smoothly and token sales can be sold very quickly so the project will be successful and that is what we expect.

I think they will be able to reach the hardcap, since they already reduce it to 15m USD which is pretty small compared to other projects and what they are planning to create.

Reaching the hard cap now will be easier since they reduced it already but this will not give assurance that it will easier to achieve since the project popularity is not so high now.

As what I have understand the new updates of Traxia project recently, they reduced their hard cap because they have a good new plans for this platform. They sense that by having this changes, probably it can attract more investors to joined on this team and be part for the betterment of this project. Hopefully, they will be able to reached their targets and goals in the future.
