Sometimes it happens. Not always (you will not distort for). I know a case when a person had a choice: study for a diploma or buy a diploma. At the same time, this person is a valuable specialist in his position.

This is just a happy exception. Such buyers of fake diplomas will be accumulated from up to 1%, not more.
