Anything can happen. We do not know what Burstnation's motive is after the hard fork. They have already shown their disapproval for the PoCC since rico666 group and dawallet's group started working together to continue development.

The first hard fork is scheduled for block 500,000, roughly 6 weeks from now.
It will enable:
- PoC2
- Dynamic fees
- 4x more transactions per block
- Multi-out transactions (up to 64 recipients per transaction)

The Fork will be in about Six Weeks from now but we are already seeing high price rise in burst coin. I think it will continue to rise for all this time period and we shall be crossing the All time high.
I dont know about an all time high, but we may not see Burst trade below BTC.00000300 now and then it may also not trade below BTC.00000500 after the hard fork.

BURST on-chain tx capacity would boost up to 40 tx/s.
With brand new type of Multi-Out Transactions, one tx can send up to 128 recipients the same amount - effectively increasing the upper limit to 80 tx/s.

The price has grown of course but has not yet reached even the December values it is difficult to imagine what will happen after the implementation of Dymaxion & PoC2.

Finally Burst attracted some attention again since January. Dymaxion and PoC3 will send this coin to the moon without a doubt. People who are bragging because there isn't enough marketing for the project will be so sorry at the end of this year.

I'm wondering after first fork, the tx speed is 4tps, does this mean when I send my burst to other account then I can expect the burst will reach the receiving account in a second?
No.
Your coins will arrive when a block gets found. Not before. Miners find a block in ever couple of minutes usually but sometimes it takes a bit more than 10-15 minutes.
4tps is the maksimum transaction capacity burst network can handle. It has nothing to do with the transaction speed.

You need more marketing! 
Heavy marketing will not start until the Burst platform is ready which will probably be by the 4th quarter of 2019 from what I am seeing in Burst's development.
But if you only want a pump and dump coin theres many to choose from. Stay away from Burst. We dont need people like you.
