Yes, I think it's Bter. Their original address was CQg3Uof9MzKJbEMdaZk7SvxHuP9JFiTVCe and now it's empty. Looks like their coins are consolidated on this new address now.

Real question........with that much in one wallet staking could a 51% happen again.....

20% in one address. The wallet owner could have multiple addresses. It would not be beneficial for one with that much staking power to take down a coin...but It is possible
