His signature changes on daily basis and he writtes in different coin threads just as often, just a heads up to those that see this guy for the first time.

Not really a hype around Citizencoin, but better no hype then a hype and people that lose all their money because of a scam coin. Just hoping that at list a few people will mine it

IPO for promoting the coin

IPO is basically coins that investors are buying with BTC before it hit the marketplace, so it is not really pre-mine as they pay for it. With those BTCs we can put money at work, for example in voting on mintpal or cryptsy, or any other exchange. This is important, as when you don't have any IPO or BTCs then it will be very hard to get listed. You cannot expect the owner of a coin to spend 10BTC of his own to get listed. I even don't have 10 BTC.
Pre-mine coins will more be used for supporting internal development work or for bounties that will put us on small exchanges. Those bounties can be dumped by the person that receive the bounties. There is always a personal summer vacation, but i believe, and i'm sure, when you do your calculation that it will be a pretty small summer vacation and certainly when you calculate the number of hours that you have to spend on a coin...
