The crypto community just needs time to realize this isn't your typical crypto. The technology is proven and trackable - You're able to track PoSA3 stats and send currency anonymously. You get to collect fees while doing so. I've left my wallet open the past few days and have been collecting CLOAK from other people's PoSA transactions, as well as through staking. It hasn't been a lot of PoSA transactions taking place yet, but I can confirm that I'm receiving fees. You can also configure how you want to send your PoSA transactions at the bottom of the Send tab. Once you exit the wallet and load it back up, the collected reward counter resets to 0 for the new session.
I think the only reason the price is low right now is that people haven't given CLOAK a try yet, don't care about the anonymous technology, or are only interested in making profit off other coins. Personally, I'm here for the tech and am looking forward to whether the devs can pull off OneMarket to accompany this tech.
That being said, I find the interface is boring and think it's a bad idea to outsource any further development in this project. Keep development between only the people you trust most cashmen!

every coin value down it means not that its best opportunity to buy
coin need regular buy and sell support and good trading volume for success and cloak coin value suppose to be at least between 0.35 to 0.55 usd after release POSA wallet but we are so going back

Cloak price is going down Like a boss. Whats up with cloak? I really Like cloak but how long will the markets sleep. The valvue from cloak is much higher in my opinion.
When those who sell stop to sell and removed their sell orders, the price will rise.

The none technical answer is: most ALTS are down right now, even ETH so, hang in there it will change. Cloak is a long term project. Now that the code for POSA3 is out and working, I'm sure the team will turn to marketing and other projects to heighten CLOAK awareness in the markets.
I'll leave the more technical answers to someone else!
