I have a question, we'll know that BTC, BCH & LTC main goal is as a payment method, and ETH, EOS & TRX etc are mainly smart contracts & dApps... So my question is where exactly do DCR stands, like what's it major goal or something.

Fluffypony is not Moneros "leader" and he never claimed to be. He is pretty outspoken, which is why people think he is*.
Btw, judging people because of their physique is a scumbag move. And I bet the reason why you are no millionaire is because you give all your money to charity.
*This is one of the biggest blind spots in the whole crypto business: if you have a pretty much closed development team, if you have only a handfull of people who understand the code, your system is not decentralized.

I think deCRED is best crypto project of the last year ... is more undervalued and dev are working fine ... only in gen 2017 low price of 0,40 dollar ... and I'm not buyed

If you mean they did a lot of great development last year in continuing to make progress and innovate, then yes, you're right.

Decred teams have implemented cross-chain Atomic Swaps using time-locked smart contracts and of course lightening network is probably the most practical smart contract implementation to date. I doubt that we will see turing complete smart contracts and dapps like you are asking about because there really isn’t a use case for them. Triple ledger is a financial breakthrough but so far other applications are little more than novelties and hype. That’s probably going to be the cause of the great culling like what happened in the .com era

Percent of the block reward? 10% goes towards the development fund...largely unspent however. The proposal system referenced above will allow the community to direct payments. See the pinned video for details.

Everyone can submit projects for the development and future of the currency through politeia, but only the stakeholders vote and decide.
This is a way to avoid sabotages and bad decisions by people who have nothing to lose.
Stake holders are with the skin in the game.

I am still very sad that I missed this amazing airdrop in the past because it is a really great project an their dropped a lot of coins man. The most airdrops are just Sh*t right now an I would hope that we will see another Decred!
And who at that time knew for sure that the price could go so high. At the time when there was a distribution of coins, of course many old-timers assumed that the coin has a future, but then there was such a strong growth, which few people expected. Coin many were surprised by this. Now this certainly is not and will not meet already. The distribution of all tokens are held on the eth, which quickly die.

No person can ever know this. Time travel hasn't quite gone into production yet.
