Certainly, because what I know to use the license-free RISC-V should be part of the RISC-V Foundation. And as far I know the OpenSingularity Foundation is part of the members there.

Skynet, as I heard before. One of the terminator movie titles. But the concept seems different from others and quite promising. Hopefully this project can be as successful like that the film.
