The ICO is still ongoing as it has still not been able to collect the softcap. Due to the bear market situation, the roadmap has changed and the sale on the website has been converted into a token sale via exchange.

Someone is hardly dumping the price on Probit exchange.
Now the buy option is only 0.00000040 satoshi - it is around $0.0014 when the pre-sale price is $0.07. (so around 3% only)

Actually, all developers believe in the success of their project and they think that their idea is the best, so it's quite natural. (It would be suspicious if they will not believe in their project
) Using marketing phrases like this here, has also become completely normal, but sometimes they seem to be a bit abstract.

Unfortunatelly token sale is not moving forward - number of holders is 21 (with STIPS address), and has been unchanged for a long time:

We want to share with you the latest news about the technical part of the STIPS|Oculus project!
As you know, Oculus is our flagman product, and its mission is to provide the crypto community with up-to-date fundamental information about hundreds of cryptocurrencies. And we are on the home stretch! Here’s what our development team has done for the last month:
- Analysis of user crypto portfolio (currently includes only 3 exchanges and 4 offline wallets)
- Analysis of development activity (data taken from github)
But the main feature we are working on is the search for transactions in the blockchain by transaction amount. When we finish this stage – you’ll be able to find, for example, all BTC transfers for the amount over $ 100M. Having this information, you can apply it to the price graph and make conclusions about the impact of these transactions on the BTC rate. And then you will be able to track these wallets in real time to make profit.
In fact, the first version of this search engine is ready, but we are not satisfied with the search speed. At the moment we are changing the DBMS to speed up the service. We have already transferred all data to Postgre SQL and configured all the indexes and partitions to speed up the search and filtering. This Monday we start the load testing stage. We will be happy to show you the platform functions in operation soon.

I just realize that now there is two tokens in this ICO: security and utility token. So which token are you selling via your website?

It seems that the uitility token is the one offered for sale, with the added security token in some sort of limbo land
...these scammers know literally nothing about crypto-world. They didn't even know what Circle or Greyscale are, while happliy burning investors' money on a "roadshow". I'm pretty sure they had no idea what either IDAX or IDEX is.
Here's a few fun facts:
1) They're lying about being British startup. All three founders of stips a from the deepest arse or Russia — city called Yekaterinburg, around Ural montains. This is where their main office is located.
2) All they really do is marketing — all the actual developers are outsourced from whatever. Meaning their "platform" most likely already have a lot of backdoors installed or, at the very least, not too well made.
3) They had nothing to do with the cryptocurrency untill last summer, when the smell of big scam-money and ICO filled the world l;ike a hurricane.
4) Yes, they don't even know the biggest players like Circle or Greyscale. They're totally incompetent in terms of crypto-world.
5) They're already spending private investors' money on luxury trips like Blockchain Cruise. And no, this has nothing to do with finding more potentital VCs.
6) They hastily removed the real-time investment counter from their site shortly after ICO began. To obscure actually low numbers, I guess.
7) They even scam the freelance people who were helping them with PR and translations, even when the sums in question are laughably small. They just tend to "forget" they owe someone something.
All in all, this is clearly aimless and incompetent project that just wanted a piece of that big tasty ICO-pie. Luckily, they're also slow and came too late to the party, so I doubt they'll get a chance to scam too many people.
There has been something unconvincing about this project from Day One for me. Why should they require an NDA simply to find out their UK company details?
