I got confused. Refund the payments and also token distribution? How? Does it mean that investors will get back their investments and will get free tokens? How will the project be continued without the funds that people had been invested?

That is also good to lock the tokens for long term and release them periodically for development purposes. One visible benefit will be availability of funds for development constantly, this sounds very good. But if unsold tokens will be burnt that will reduce the supply and help the token to gain more value. Ultimate decision will be of team in best interest of this project.
I'm sure the hetachain team will make the best for the hetachain project, often heard on hetachain social media channels about interesting progress and I'm very happy to hear the latest news from hetachain

On the one hand, HETACHAIN properly closed the ICO on December 10, on the other - a bit early. Of course, if they received additional funding from private investors, then everything looks quite justified.
The private sale had ended before and I don't think any money has added by private sale investors. They closed the sale because the soft cap had been already reached and almost no more money was being invested in the ICO. So, they decided to close the ICO and focus on the project.

product development is a work that must be prioritized, but what about the remaining unsold tokens? what are you doing for that?
Unsold tokens will be reserved for development plans. They will be distributed in 10 years.
I personally don't think it's a good strategy. Unsold tokens should be burnt.
