Masternodes can't be run on windows, well there may be a way to run sentinel on Windows, but we don't know it. We're looking into it, but for the moment, you can't run a masternode on windows (except if you run a virtual machine with linux OS).

The network meet important fluctuation ( 50gh/s-> 200gh/s) due to multipools.
So the difficulty increase sometimes drastically, and the number of miners drop.
It will be better with time as the networks stabilizes, the project is still very young.
