I may be speaking out of turn, I'm not part of the team but, I don't think being a competitor to Bitcoin is really the goal. NYC appears to be aiming at being a real world (brick and mortar) payment system. This may have been Bitcoin's original goal but that is shifting to being a "store of value" more than a payment system for day to day "in person" purchases.
