Todays exchange rate doesn't look good. I know that almost whole market is bloody last week, but I don't remember PIRLS rate so low... ever

Main reason is that rewards for miners will significantly reduce from 10 to 6 coins per mined block. And for nodes, in turn, we can expect 3x higher rewards.
You base that assumption on smoke and mirrors. A reduction in miner reward alone is not enough to make PIRL skyrocket.
Miners are dumping their coins every day and for any price. So, the reduction of rewards means they will dump 40% less.
MN rewards will increase by 300%. Which means number of nodes also will increase. The more nodes online, the more coins is locked.
News, updates, marketing, etc.
Strong fundamentals.
I think, these factors will have an impact on the pirl pricing.

I believe PIRL will skyrocket right before "new monetary policy", no matter where btc will goes.

Regarding marketing.
I hope, Pirl team will consider to launch a bounty program. No doubt this will help to spread awareness of the PIRL platform. Not so many users at bitcointalk know about such a cool project.
