Yes this is still running. You can participate by joining the airdrop(based on btc snapshot) or signature campaign. There is also a bug bounty running. Other drops also planned.

so how does this whole voting system work? lets say i chose to give semux pool party which i see mentioned often on this thread 5000 votes, approximately, how many coins do i receive back? And is it guaranteed that i will get something back. Sorry newb here and confused by the whole delegate structure
So far semux_pool_party and the pools listed on semuxpool.com are consistently paying their voters. As for calculation it goes like this

Meaning the share will increase or decrease based on your votes vs total_votes the pool has.

This is starting to populate with pools with different minimum payment and fee. Is there any plan to publish this info consolidated or to get it from pools?
You can give each pool an equal number of votes and compare the amount of payments.
Now the main role is played not even by the pool % fee, but by the total number of votes. For example, if you give 500 votes to a pool in which there are already 60,000 and in which there are already 30,000, then your payment will differ by a factor of ~2 for the same % fee.
A 50% fee would not be meaningless, and people voting with small amounts probably want to know if the will be paid in 1 day or in 1 month
