I sent out refunds for all who have claimed them about two minutes ago. The refunded amount is in proportion to the amount Avalon refunded me, therefore, BTC782.1/10000 chips = BTC0.07821 refunded per chip.

It will if there is a dispute or you would like to change your refund address from your sending address. Otherwise it won't be necessary.

I think he is trying to make sure people do not claim a refund that are not entitled to one. Give him a few days, if at that time progress is not made start grabbing the pitch forks

That is correct. Just in the case that someone is trying to impersonate another is why I'm doing it this way. Better safe than sorry!
