May be they cant raise money as they shoosed bad unknown exchange. The projects looks good, but who will come to this unknown exchange? People only believe in trusted known exchanges like Binance, Kucoin, Okex etc.

Not to be dependent from the news and conditions it is necessary that the tokens of the project would be actively used and would be in demand.
Cryptocurrency industry is very unstable and unpredictable. Many tokens do not have any practical use and many investors do not understand why tokens are necessary besides to attract money during IEO.
