BTC and ETH are the best places to invest because BTC also has a high volume so it will be safe to invest in BTC. If you are looking for altcoin as an investment place besides BTC and ETH, I suggest choosing XRP or Bitcoin Cash.
Cardano has been developing hard and it's matured enough for me to recommend to take a look at it. I have others too under my radar but most of them are still in the token phase or second layer blockchain solutions so i am suspecting that they might still fall hard when mature individual blockchain projects start to rise.
if we exclude ethereum, it means the other options are in Lumens (xlm), Tron (trx), and the last is Binance coin (bnb). Of the 3 coins that I mentioned are the best and obviously the most recommended coins by everyone here. actually there are many recommendations from me if we see from the list of coins in coinmarketcap, but because many are not too familiar so I choose only 3 best coins and familiar with you.
I'm not a guru but I prefer to you to buy altcoins that have high 24hr volume like XRP, Bitcoin SV and Monero. The 3 coins that I said have potential to survive in the market challenges so it is good to have that 3 altcoins in our portfolios. 
If you really want to target investments in cheap coins under $ 1, you can choose altcoin which is included in the top 20 coins in coin market. It is a safe choice, but you must choose a coin that has excellent support like Binance's BNB which is the biggest exchange at the moment. Despite the very poor market conditions, BNB was able to survive and be able to stabilize prices.

To be honest. I have not seen any coins worthy of investment except for bitcoin. The reason is simple. Only bitcoin is surging in price as compared to other coins. The coin has not gone so much down in price as compared to other coins. But if anyone wants to invest, they can go for BNB, Bittorrent, Huobi coin etc.
Try to look on the top 200+ cryptocurrency in coinmarketcap that is under $1 because some of them have a big potential and still under value but always take note about the risk involve in investing on non-popular altcoins. Do your own research first because its your own money and you can't blame anyone once you lose your investment.

Altcoin investment involves risk, but if looking for good altcoins below 1$ likely to be beneficial, consider XRP and DENT. I mentioned just two because I don't invest in so many altcoins at a time so that I can monitor them well. As it stands right now, 50% of my altcoin portfolio is in ETH, so do proper due diligence and take your own decision.

It's good you understand the risk involved in altcoin investment. If you are looking to try investing in altcoins below 1$, consider checking out TRX, NPXS, ICX, ADA, XLM. I don't think investing in altcoins would be a right step right now. After 2018 bear phase, altcoins have been suffering a lot. They lost a lot of market share to bitcoin. Only the top 10 coins make up the maximum of altcoin market share. Right now BTC is more lucrative as bakkt is gaining momentum and might bring institutional investors on board. Next year, halving is going to take place which will again gonna bring a pump. The coin to be watched is Bitcoin only.

XRP or TRX both are doing well while Bitcoin is on its rally right now. The value might be dropping from Bitcoin pairs but with US dollar value. There's a big chance that your invested money will grow high. Timing with low value coins, if the market will continue to rise, it will bring good value in profits inside crypto industry. Agree, because for now it's not the right moment to invest in altcoins because we know the dominance of btc touches 68% today, but in the future there will be a right moment to buy and hold altcoins. I would go for Cardano. It is true that this altcoin has lost almost 98% of its value from the peak levels. But among the anonymous cryptocurrencies, it still remains as the one with the best technology. None of the competitors (Zcash, Verge, Veil.etc) don't have the popularity or acceptability that Cardano can boast of. ADA is facing a liquidity issue right now.. if the promoters could resolve that, then this particular currency can grow by leap and bounds.
Now people are more interested in profit and if Cardano cannot meet this, there won't be many investors interested in this coin. This year Cardano doesn't have much media activity and ADA is being neglected during this time so it will be difficult to raise prices in the bear market. I believe this is a project worth investing in and Cardano's technology will likely solve many problems in our present lives.You may decide to choose long-term investments and hold for a few years but you should research carefully when investing because the current trend does not support altcoins.

There are many good altcoins that are available under 1 USD. Personally, I like the XRP, XLM, TRX, IOTA, BAT, ONT, NPXS and so on. These coins are gem no doubt here. Even in the altcoin bearish season, these coins performing very well. So, you buy these if you don't want Ethereum.
investing with cheap coins under $ 1 is quite risky, but with some of the lists you have mentioned I only like TRX, IOTA & NPXS. for me it includes altcoin which performs well in the market, and maybe you need to add BNB to your list because BNB is altcoin which has great potential and has its own exchanges. lets you get good benefits besides ethereum. at this time there are many new altcoins that have good prospects and projects with prices under 1 $ even below 0.5 $ but have great progress, namely TRON, ADA, BAT, RAVEN, IOTA ... in my opinion this is altcoin which has a future very good for an investment. we have seen Tron progress very quickly, BAT which works with Brave browser. etc., so now is a good opportunity to hold it.
